Explanation
 The system name or group name specified in the
ROUTE parameter is not defined. If the name identifies a system, the
system might not be active in the sysplex or the operating system
running on that system is not on the appropriate level. 

System action
 The PARMLIB command is rejected.

User response
 Issue the PARMLIB command again with a valid
system/group name.
