You need copy the spfilePV.ora (or spfile.ora)
file to the new Oracle home.
Procedure

As
oracle user, run the following command to copy the
spfilePV.ora into new Oracle home.

$ cp /opt/oracle/product/12.1.0/dbs/spfilePV.ora /opt/oracle/product/18.0.0/dbs/
$ ls -lrt /opt/oracle/product/18.0.0/dbs/
total 16
-rw-r--r-- 1 oracle oinstall 3079 May 14 2015 init.ora
-rw-r----- 1 oracle oinstall 24 Jan 9 12:40 lkPV
-rw-rw---- 1 oracle oinstall 1544 Jan 9 14:15 hc_PV.dat
-rw-r----- 1 oracle oinstall 3584 Jan 9 14:16 spfilePV.ora

Start the SQL*Plus from the new Oracle home:
$ORACLE_HOME/rdbms/admin
For
example,
$ cd /opt/oracle/product/18.0.0/rdbms/admin
$ sqlplus '/as sysdba'
SQL*Plus: Release 18.0.0.0.0 - Production on Wed Jan 23 13:03:34 2019
Version 18.3.0.0.0
