Is Business Rules Manager available in both editions of IBM BPM on Cloud?

No, it's available in IBM BPM on Cloud only.

How do I create business rules?

Use the business rules editor in Integration Designer to create templates for the rule logic that applies to your BPEL processes. You can also specify which parameters in the rule logic can be changed in the Business Rules Manager at run time. For more information, see Creating business rules.
