Though this is a point release in my opinion this has some of the important updates for WebSphere Portal .I strongly recommend any customer running portal to upgrade to this release .The development team has invested great amount of time and work to make it more business user friendly . The wiki has detailed explanation of what's new in 220.127.116.11 ,please check the link here . The new features that captured my attention are
1.) Content Targeting and application objects or Segmentation - More business user friendly segmentation .
2.) Inline Editing of Web Content
3.) Responsive design ( Single theme for multiple channels)
4.) List presentation of Web Content
5.) A/B testing
I upgraded my development environment to WebSphere Portal 18.104.22.168 . I used the Graphical user Interface to upgrade my server . Before you upgrade your Portal and WAS make sure to back up your database and portal server file system . I had to upgrade 2 systems , The firs upgrade was very straight forward and i did not run in to any problem . I used the Live repository option and upgraded the WAS and Portal.
you would have to upgrade WebSphere Application Server to 22.214.171.124 before you can upgrade portal to 126.96.36.199 . The Fix pack for WAS is 1.3G and the Fix pack for Portal is 1.6G , make sure you have enough harddisk space before you proceed with the Fixpack installation

If you are downloading the fix pack instead of using the live repository , you would have to download the WAS Fix pack from this link . There is 2 fixpack and you need both the fix packs to successfully upgrade your WAS server to 8.0.05 . For Portal Upgrade you would need to download the fix from Fix Central . There are 2 fixpacks that you would have to download fix pack
1.) After WAS 188.8.131.52 upgraded successfully i upgraded the Portal server and ran in to WAS OSGI Cache Issue . I am running Portal on RHEL Linux .
