IBM Rational Synergy is a task-based, software configuration management (SCM) solution that brings together global, distributed development teams on a unified platform. Rational Synergy provides capabilities that help software and systems development teams work and collaborate faster and easier.
Rational Synergy is licensed using IBM Rational Common Licensing. For information about Rational Common Licensing, see the Rational Common Licensing information center.
Rational Synergy supports the Floating, Named-User Floating, and Token license types. For a description of license types, see “License type definitions” in the Rational Common Licensing information center.
For Rational Synergy users, the login name is seen as the user of the token license. To reserve Named-User licenses for specific users, see “Setting up the options file” in the Rational Common Licensing information center. When configuring the options file for Rational Synergy and Rational Change, it is not necessary to put the default administrative users (ccm_root, ChangeAdmin, and csuser) in the INCLUDE list. The license file includes additional floating licenses for these users. Do not assign these licenses to other users because the products might fail.
How licensing works with Rational Synergy:
When you start Rational Synergy, it contacts the License Manager to request a license. Rational Synergy uses information that was provided during the server installation process to find the License Manager. The following example describes how licenses are configured during installation. The example assumes IBM Rational Common Licensing was installed before installing Rational Synergy.
-> When you install the Rational Synergy server, you are prompted for the host name and port number of the license manager. The information is recorded in the $CCM
-> When the Rational Synergy router process is started, it reads the license information from the $CCM
-> When a Rational Synergy session is started, the information about where to find the license manager is passed from the router to the Rational Synergy server. The Rational Synergy server also looks in the TELE

Operations that consume Synergy license:
Starting a session does not consume a license. Only operations that update the underlying database consume a license, such as file check out, task creation, task completion, and so on.
Synergy license timeout
After a license is consumed by a user, that license is reserved for that user for 60 minutes after the last database update while the session is running. If the user exits the session, the license is released immediately.
License usage during integration:
Some Rational Synergy integrations hold a license for the duration of time the user is running the integration. Source-code related operations performed through the integration can then be updated in the database. In this case, the user can exit the visible session, but the integration is still running a session behind the scenes on behalf of the user
Rational Change supports the floating, named-user floating, and token license types.When you install Rational Change, the license server information (port@host) is requested and persisted to the file CHAN
There is a 30 minute minimum use time when Rational Change checks out a license. When a license is checked out, it stays checked out for at least 30 minutes, whether there is activity from the user. If the user exits or is inactive after that, the license is released.

I am sure you have seen multiple download buttons after adding Rational Tokens to existing Token server using the License Key Center, wondering why – please find the details below.
IBM Rational License Key Center captures the activity with the date history. When more tokens are added to the existing server on different intervals, Rational License Key Center records the number of Tokens assigned to the server and the date when it was generated.
This helps you to determine the total number of token to be used during the import of the license key on the server.
For Example: Screen shot 1 will show you how the download page looks on license key center when initially100 Tokens are generated for a given server on the July 3rd 2014.
Now, as and when the requirement for Tokens increases the License key center administrator logs in to the center to add more Tokens
Example: 100 more on a 8th of July, I see 2 download buttons.
What is important here is the date that the key center captures to maintain history of number of Tokens used on different dates. So on the July 8th the license key was generated for 200 Tokens irrespective of which Download button you choose.
Note: The license keys get appended when more tokens are added to the existing server, so ideally there is no difference in quantity between the two download buttons.

When you renew support for the certain rational products listed below, the order will not flow in to rational license key center, instead the PA (Passport Advantage) website would get updated with the latest software versions.
The reason for these products not to flow into LKC (license key center) is because they work on version based concept. What is a version based concept? It is products which are designed to work without the maintenance expiry date in the license file.
For Example: Here is a “version based license”. You have a permanent license key with no maintenance expiration date.

Hence the latest maintenance renewal will not appear in the license file.
Below are the list of Rational product that flow into the License key Center after support renewal are:
The above products work on “date based concept” where it is mandatory to have the latest maintenance end date to appear in the license file.
A date based license key has the Subscription and Support (S&S) end date built-in as the license key version.
For example: 2010.1231 is Dec 31, 2010, the end date of your current S&S. The license key is used with any software version released before the end date of the built-in license version (S&S end date). To use any newer release, the license key must be updated with new S&S orders for each period of renewal.
When receiving your S&S renewal email, you must enter the IBM License Key Center and upgrade your license key using your S&S Renewal Order. Most date based licenses can be used for earlier versions as long as nothing else has changed, like FEATURE, INCREMENT, and so on.
Here is an example of a date based license. You have permanent license key with the maintenance expiration date of January 31, 2012.

This key will work for any product software versions released on or before January 31, 2012. If you intend to use a product version released after January 31, 2012, you must purchase and apply a Renewal Order to the existing license file. This can only be done through the License Key Center.
If your license key expiration is permanent, you can use the keys permanently. However, it might be limited to versions with corresponding valid S&S renewal dates.
Note: The original License Order and Associated Renewal Order have to be registered on the same IBM Site ID. To apply the renewal order and upgrade the license keys, the orders must reside on the same License Key Center account ID

Over time, looking at the changing elements, the models and trends of asset details, consumption use cases, and users information can help companies evaluate the needs of their current business strategies.

Peak usage : This metric represents the maximum number of license requests that were granted by the selected license servers for the selected products. If more than one license type is selected in the report definition (floating and token as license type), the peak usage report shows multiple numbers in the bar graphs. The following example shows a peak distribution report with two counts per bar.
Peak denial : This metric represents the maximum number of license requests that selected license servers denied for the selected products during the specified time.
Note: In certain reporting scenarios, the tool can report inaccurate license denials. For more information, see the "Known limitation in license denial report" technical document.
License usage per user : This metric presents information about product usage by a user from a license server at a specified time. This list includes the user and the host server name for the selected products for the specified duration.
Available Licenses : This metric presents the total number of licenses for a product that are available in the license files that are used to start the license server.
License expiration : This metric presents the expiration date of licenses for each of the selected products. This information is collected from the license file.
Token distribution : This chart presents the number of token licenses that are issued in the specified time for various products in an organization.
Chargeback report : This metric represents a simple chargeback policy for product licenses that are used in an organization. The report for this metric is like an invoice, where the number of licenses that are used by each user during a specified time is listed. The number of license hours is multiplied by the unit costs that are associated with each license hour of that kind of license for that product. This product gives the value in currency to be charged for that user.

License Availability Report:
I am sure we all want to know, how our “IBM Rational product licenses are being used” it would be useful to track what licenses your company have purchased year by year and what is the available count in the pool. How about you knowing on what is the order number ( Sales Order number/Order ID ) for a record, under which these licenses are purchased, Or when the licenses that you purchased are expiring, in order to be prepared for renewing or purchasing a new set of licenses from IBM, Whether you are in a large enterprise with hundreds of users using multiple applications, or a small or medium business with a handful of users, you want to know this information for your investment decisions.
Let's understand the results of the license availability analysis, In order to reach here you may want to login to License key center, you will find “license availability report” on to your left under license management section.
A license availability report can be downloaded up to a maximum of 200 lines, please note that you might need to go to the next page to download additional lines.
The report will show you the number of licenses that you’ve registered and the number of licenses available. Please note that in some cases you have access to a lot of different product within the same or different part number. License keys are not equal to entitlements and it’s within your responsibility to make sure you use only what you are entitled to.
You may choose from the drop down, on how you may want to search ( using what attribute ), you also can filter/choose between accounts as shown in the picture below, and click on search line items,
Also, in order to get results for a specific time frame can be selected from, From and To sections, ( Click in the box and the calendar will be auto-populated as shown ).
How to get your order details:

You may see multiple checkboxes for one line item if you purchased an IBM Rational product consisting of multiple products bundled together.

Of late I have come across instances, where license administrators are facing issues related to permanent and temporary licenses. I thought it will be a good idea to provide all the relevant information through this post. Let me start with a description of license key types.
License key type : These are broadly categorized into two parts
Permanent: A license issued to a customer to run products for an indefinite period of time.
To order your permanent floating, named-user floating, or authorized user license keys for most products, use the IBM Rational License Key Center.
To acquire an authorized user license key for IBM Rational products based on the Eclipse framework, purchase and download an activation kit from Passport Advantage. See Requesting license keys for information about ordering keys from the License Key Center.
Temporary (evaluation or emergency): A time-limited license issued to a customer for running IBM Rational products. You can use it on any computer until the specified expiration date.
Temporary license keys can be floating or authorized user.
Temporary keys are generated only for single or multiple license servers. They are not generated for redundant servers.
NOTE : To evaluate a product, ask your sales representative for an evaluation key.
Important : License key files file name with description:
→ rational_temp.dat: Contains all authorized user temporary license keys. Obtain a permanent license key to use your IBM Rational product past the temporary license key expiration date.
→ rational_perm.dat: Contains all authorized user permanent license keys. Go to IBM Rational License Key Center to request permanent license keys.
Now as we know and understand the basics about licenses, we can move ahead to discuss a few issues related with using the licenses in your environment. To start off, I would like to discuss about using a newly generated temp

the host id is “ANY”
the host-id is “ANY” to signify that this license can be run on any machine irrespective of the license type,
But while configuring these licenses on the license key server you need to make sure that the host name is updated to reflect the the actual Host name of the machine on which the license key server is running.
If this is not done, license checkouts will not happen.
Steps to modify the temporary license file:
1. Open the temporary license file with notepad or any other text editor.
2. Replace this_host with hostname of the machine.
3. Save the changes and exit from text editor.
If the Rational license key server is running on the host ABCD, then the above steps should be followed and the updated file should look like the one below
There may be instances where you have to use both permanent and temporary license. The following discussion focuses on this.
How to serve both permanent and temporary licenses at the same time
As pointed out earlier for temporary licenses, the following files are used

So we have to configure the license server to read two license files instead of one
Steps to make the license server to read two license files
If Rational License Key Server is configured as a Service
1. Open windows registry editor (regedit.exe)
2. Navigate to the following registry key:

3. Modify the current value, and specify the complete paths to the two license files, separated with a semi-colon “;”.
4. Close the registry editor and restart your Rational License Server.
If the license server was initially started as a process from a command prompt:

2).Restart the Rational License Server process using the following command:
lmgrd -c <pat
Note: The 2 paths are separated by a semi-colon ";".
I would also mention that removing the references to expired temporary licenses is also very important. If not removed, the expired licenses can cause issues while importing new licenses.
To remove expired temporary licenses:
1. Navigate to location of rati
2. Open the file in a text editor.
3. Delete the lines or INCREMENT block(s) corresponding to the expired temporary licenses.

In this blog post, I will provide an overview of the Rational License Key Server Administration and Reporting Tool and also explain its installation topology in typical application environments. To understand the Server Administration and Reporting Tool, let's start with Rational Common Licensing and the Rational License Key Server.
The Rational License Key Server is at the heart of Rational Common Licensing and provides a service to host licenses and serve tokens for Rational applications. There’s a lot going on under the covers in Rational Common Licensing and some of those goings-on involve d(a)emons and wizards, but let’s not go there now! For now, let’s keep it nice and simple, which is that the License Key Server is at the core of Rational Licensing. Now, for the Rational Jazz client applications, it's the fabulous Jazz Team Server that manages the authorized and floating licenses. If you use tokens for your Jazz applications, you also need the Rational License Key Server for the token service. And I will explain a little bit more about that later.
The Rational License Key Server Administration and Reporting Tool provides a suite of reports that provide information on license utilization and availability. Jane’s post provides a list of reports You use this tool to generate reports on license usage from your license servers, be it the Rational License Key Server or Jazz Team Server or both. You can also use the tool to remotely administer your license servers. This is helpful in distributed environments where you might want to administer one or more license servers from a single remote location. Administration involves starting and stopping the license servers and importing license files to the servers.
The Administration and Reporting Tool uses an agent - the Rational License Key Server Administration Agent – to communicate with the Rational License Key Server and Jazz Team Server. Think of the agent as a behind-the-scenes operation that connects the entities that you see and work on – the License Server and the Server Administration and Reporting Tool.

This topology assumes that you use more than one Rational License Key Server. It also shows how licenses are deployed on the Jazz Team Server. You must install the Server Administration Agent on all the license server machines that you want to enable for remote administration and reporting. The Server Administration and Reporting Tool is installed separately. The Server Administration and Reporting Tool communicates via the Server Administration Agent with the license servers.
Let me explain how the Jazz Team Server works in the context of Authorized and Floating Licenses and Token Licenses. If you are using applications that run on the IBM Jazz platform, you can use the Jazz Team Server to deploy and manage your licenses. The Jazz Team Server also functions as a license server and you can import your Jazz license files (client access licenses or CALs) to the Jazz license server. For tokens however, you require the Jazz license server to connect to a Rational License Key Server instance for the token service. When a Jazz user requests tokens, the Jazz License Server forwards the token request to the Rational License Key Server for token checkout. You do not require Rational License Key Server if you are using authorized or floating licenses on the Jazz license server. Let’s see if a table can help illustrate the concept more clearly.
Now that we’ve sealed the topic of license types and license servers, let’s go back to the Server Administration and Reporting Tool. The Server Administration and Reporting Tool can provide reports on all license types on both the Rational License Key Server and the Jazz license server. For Jazz application tokens, the Server Administration and Reporting Tool extracts the report data from the Rational License Key Server.
That sums up the tool overview and the explanation of its installation topology. In the next post, I will talk about the architecture of the Rational License Key Server Administration and Reporting Tool, and how you can set up and configure the tool for use with your license servers.

License Usage Order
IBM Rational products requests licenses in a specific order. In an organization we may have combination of authorized user, floating, suite, point-product licenses in the environment, it is essential that we understand the license usage order.
Now let’s try to understand the license usage order. An IBM Rational product that users IBM Rational Common Licensing will request the license in the following order.
For version 7.0 of IBM Rational products, the license key usage order has changed. In releases before 7.0, when a Suite product was being installed, the Rational License Key Administrator (LKAD) application would first try to find a license key corresponding to the Suite. If the Suite key was not available, LKAD would then look for a key corresponding to the product that was running.
The table below describes the license usage order for each IBM Rational Product that uses IBM Rational Common Licensing.
Now let’s check how to change the license usage order. Any changes made in the license usage order can be reversed to previous setting by clicking the "Restore to Defaults" in the license usage mapping window.
To change the license usage order:
The license usage order that you set on your computer is tied to your user ID. If different users log in to your computer with their own user IDs, the license usage order that you may have changed resets to the default order. The new users can set the license usage order for their user IDs. Their settings do not affect your settings.

DOORS Next Gen is the name rendered to the DOORS installation based on Jazz platform where you can enrich your client from a DOORS Next Gen Analyst or a Requirements Composer Client Access license. The contemporary version of the DOORS thick client is available too; this is DOORS 9.5.
Notice the fact, as per the screenshot above, that DOORS Next Gen and Rational Requirements Composer are based on Jazz platform activated by authorized or floating CALs (Client Access Licenses).
The Jazz admin can assign the licenses to the users by logging in to the License Management page which defines the level of access for each user.

Jazz LICENSING : Exploring Rational Team Concert
Rational Team Concert has a simple set of defined roles to enable key solutions for your organization. With Rational Team Concert you simply acquire licenses to support the roles and solutions that you are interested in. This provides you with an unprecedented level of flexibility and cost efficiency to choose and use only what you are interested in to support your needs. Rational Team Concert allows you to implement individual components of RTC now and others later simply through licensing - and without your typical deployment and integration headaches and risks.
When you purchase a role-based license for IBM Rational Team Concert you will have read, write, and comment access to some or all of the capabilities of the Change and Configuration Management application. In addition, there are three types of Developer client access licenses.
Client access licenses:
With a role-based licensing scheme, when you purchase a client access license for a particular role you will have read, write, and comment access to some or all of the capabilities of the Change and Configuration Management application.
You install the client access license activation kits in the License Key Management section in the Administration page of the Jazz Team Server. You assign the licenses to users in the Client Access License Management section of Jazz User Administration. See Installing and managing license keys for instructions.

Once a Jazz Team Server is installed, you may install additional license keys in the License Key Management section in the Administration page of the Jazz Team Server
