What he quotes about writing is true for writing in general, but not for software requirements, designs, documentation, etc. There the requirement is that the writing be [i]correct and understandable,[/i] which means it needs to be redundant and repetitive. Such things also tend to be read piecemeal, a bit here and a bit there, which means that each unit, whatever it may be, has to be able to stand alone.
