The climate was stormy Wednesday morning, at least on stage, as Gerry Mooney, general manager, Fiscal Stimulus and Economic Recovery, explored options in “the worst economic crisis since the Depression.” He said the choices for using the trillions of stimulus dollars are either to repair the existing infrastructure or to build legacy systems for the 21st century. “We have the opportunity to do something really meaningful,” Mooney said, preferring to lay a foundation for a better future – with help from SOA. He explained how MedVirginia, IBM, and the Social Security Administration created the first Electronic Health Records Exchange for a U.S. Government Agency. The project aims to speed the process of granting disability benefits for millions. The Administration has cut the time to process requests for records needed to evaluate benefits from months to minutes.
Comfortable in the clouds, Jerry Cuomo, IBM Fellow, vice president and WebSphere® CTO, wants to help customers become rainmakers “to build and seed clouds in the enterprise to do something useful and increase profits.” Cuomo called new WebSphere CloudBurst Appliance, “the brains that help you shape a set of resources into a WebSphere cloud.” CloudBurst means “never installing WebSphere again,” he said, because a new version for CloudBurst comes pre-installed and pre-configured. Cuomo showed how to quickly test applications in a private cloud, and how applications from different departments in the same cloud would be secure.
Bringing in some sunshine from Miami-Dade County, Carmen Suarez, acting division director, Enterprise Architecture Services, described their e-government solution. Residents wanted to spend less time waiting in lines, have fewer forms to fill out and convenient hours to interact. The IBM solution provides a portal for both information access and permit-based transactions, and a content management system to handle portal content. In 2009 through April, there have already been 8 million visits. The solution should reduce the costs of managing the system by over 25 percent. Suarez said, “The sky is not the limit; the stars are the limit.” . Bob Picciano, general manager, Lotus® and WebSphere Portal, explained how collaboration as a service is the key to working smarter. He described enhanced LotusLive™ and its Click to Cloud™ capabilities. This clouddelivered, software-as-a-service (SAAS) offering provides Web conferencing, file storing and sharing and more.
Having the information you need when you need it is essential to working smarter, noted Andy Warzecha, vice president, IBM Information Management. IBM solutions help to deliver trusted information as a service and advanced analytics for customers like Commerzbank

Impact 2009 rocked the Venetian when it kicked off Monday morning with 5,326 registrants from 80 countries. Sandy Carter told the crowd that IBM has been rated #1 in SOA worldwide by WinterGreen Research. It’s the third consecutive year IBM has led in market share. “It’s our event,” said Russell Irwin of Standard Life Insurance. He told the crowd “We have a fantastic opportunity this week to make progress.” Irwin is the Group Technology Strategy and Assurance Manager of the company based in Edinburgh, Scotland. He previewed their SOA journey, which began 10 years ago. “SOA is working for us and adding real value to the bottom line,” he said. The value of reuse in their SOA environment has been about $40 million. (Watch the video)
“We’re on the cusp of creating a smarter planet,” said Steve Mills, General Manager of IBM Software Group. He said the world is becoming more instrumented, interconnected and intelligent. Technology is helping to solve key public issues. For example, the IBM Smart City projects help cities struggling with maintaining their infrastructure. Mills said, “In a world of scarcer resources, we can’t work harder. We have to work smarter.”
Silvester Prakasam, Director, Fare System, Land Transport Authority described how Singapore, “the most livable city in Asia,” worked with IBM to build a platform for using a pricing mechanism to influence public transport, resulting in less congestion and cost savings. Carter announced solutions for working smarter in the areas of Dynamic Business Processes and Models, Smarter Collaboration, and Smart SOA. IBM introduced key agility indicators (KAIs) previously, to help companies measure their ability to adapt to change—essential to bring fast payback. She explained that changing a vendor in a supply chain could previously take weeks, but now it needs to be measured in days. That’s why IBM updated over 300 KAIs across industries based on new economic indicators. Other announcements include updates to business rules from ILOG, acquired by IBM last year, the #1 rules provider in the world. A new offering is IBM BPM BlueWorks, an easy on-ramp to business process management. It’s the first business community that lets users model processes in the cloud. Tom Rosamilia, general manager of IBM AIM Division, announced the new WebSphere® CloudBurst Appliance, a hardware appliance unveiled for the first time onstage. CloudBurst is the world’s first SOAenabled, appliance-based cloud solution. CloudBurst, together with optional services for cloud, lets you quickly dispense WebSphere Application Server based images that are easy to deploy, manage and administer.
