Well almost. Nothing is completely failsafe. You can never drive the likelihood of a catastrophic failure to zero. All is not lost though. One can spend enough on by monitoring, reacting appropriately, staying focused on safety to reduce the likelihood of the failure so that it is there is say one chance in a million over the lifespan of all the wells in the gulf. This is achievable, but expensive. Given the cost of failure, the expense. has to borne and accounted for in business case for offshore drilling or anything similar. I suspect that the business case is still positive. In the end, investing in reducing operational risk to acceptable levels is an economic decision.
