I read this interesting article on how Science can and should create millions of new jobs:
"We need 6.7 million just to replace losses from the current recession,
then an additional 10 million to keep up with population growth and to
spark demand over the next decade. In the 1990s the U.S. economy
created a net 22 million jobs, or 2.2 million a year. But from 2000 to
the end of 2007, the rate plunged to 900,000 a year. The pipeline is
dry because the U.S. business model is broken."
We really need them Now. So what is the best way to spend stimulus funds to transform R&D? Ask NIH - with $8.2B extramural funding, apparently they received more than 20,000 applications for the latest recovery act call for proposals.
Could researchers work smarter by collaborating more effectively across geographies and research organizations? Can clinicians connect with researchers as well as patient candidates more effectively to cut through the inefficiencies? We have the technology, We know how to address the cultural differences. Governments and research institutions are thinking out of the box to establish joint ventures --- public-private partnerships.
Would outsourced R&D be the right investment? Could get more researchers for sure.. Maybe pair commercial ventures here with outsourced R&D? How about funding retraining schools, like finishing schools?
Maybe organizations such as IEEE and ACM should champion such efforts in IT? Similar organizations in other domains...

This 3Million number maps to bureau of labor statistics JOLTS report, conference board, etc.
The openings are in accounting, health care, government, and education...
Challenges described include lack of right skills, people not being able to relocate due to the housing challenge...
So what if the government and entrepreneurs start leveraging smarter collaboration capabilities to
(a) train people on new skills?
(b) go mobile, work from home/remote?
