Brazil helped kickstart the Latin American free software movement into high gear when President 'Lula' da Silva mandated probably the largest government migration to free software to date: all governmental agencies + all state-owned firms were to migrate to free software under order of presidential mandate.
And they've done a pretty good job of getting there, even with one of the world's most notoriously bureaucratic public systems. Everyone from admin assistants to ambassadors started using Ubuntu desktop, public service websites were migrated to open source (mostly Plone + Drupal) and even the Brazilian Air Force got in on the act by releasing their air traffic control software. This portal is running Noosfero, a platform developed with the assistance of the Brazilian government.
