Pinned topic What is JDWP Error code -213?

I am trying to setup my java based server to be debugged. After setting the debug related system properties and restarting the server, I get the following error:

1:05:57.653 ERROR: [Agent.cpp:186] JDWP error in VM_INIT: TransportException [510/201] binding to port failed (error code: -213)

I have found references to error code 212 which indicates that the socket is in use, but I have not found any reference to error code 213. The socket I have chosen for debug is not in use so that is not the issue anyway.

Is there any information available on what this error code means?

My java version information is:

java version "1.8.0_191"
Java(TM) SE Runtime Environment (build 8.0.5.25 - pxa6480sr5fp25-20181030_01(SR5 FP25))
IBM J9 VM (build 2.9, JRE 1.8.0 Linux amd64-64-Bit Compressed References 20181029_400846 (JIT enabled, AOT enabled)
