Pinned topic PolicyDirector Issue no useful info in the stack trace

I am working on a project that uses an older version of PolicyDirector (6.1). I have the following code...

When I run this code the file is located (I even outputted it to make sure it was correct) PD throws a null pointer exception....

Is there any way I can get better info on what is configured wrongly?
