I see that there is a feature for Liberty Profile for JAX-WS 2.2. However, the EJB Lite 3.1 spec (and actually even the 3.2 one) says that JAX-WS endpoints are not supported in EJB Lite. Does this mean JAX-WS is implemented outside of EJB Lite in Liberty Profile?

You are correct that the EJBLite spec does not include JAX-WS; however, in Liberty we have implemented both as separately configurable features. If you run with both features configured they will be fully integrated so you can develop EJB endpoints as JAX-WS web services and they will run in the 'EJBLite' container.
There's an overview of the Liberty JAX-WS support at this link: http://publib.boulder.ibm.com/infocenter/ieduasst/v1r1m0/index.jsp?topic=/com.ibm.iea.was_v8/was/18.104.22.168/content/WAS855_JAXWS/player.html
