Is there a way to get the Javamail on Liberty Core?

The Liberty profile doesn't contain Javamail in any edition. I believe you can put an implementation in your application if you need to use Javamail.

Can I simply add the jar file and expect it to work? Are there any license or other issues with it?

Oracle site says it is an optional Java SE package.

I know of no reason why you couldn't do that. I believe Java Mail is pretty much stand alone, so I would expect it to just work. I can't really comment on the license for it though, I'm not a lawyer and it isn't IBM software.
