Pinned topic MS SQL Server and Guardium

We support a SQL server with about 5,500 user mode connections.
InfoSphere_Guardium_S-TAP_Windows_8.2.0_r45596 is in use.
When we initiate a fail over or restart SQL server connections are randomly refused on port 1433 for about an hour.
This includes connections created by processes running locally on the SQL server.  All performance counters show that the server is nearly idle.  I'm wondering if there is anything in Guardium that needs to be sized to allow for large numbers of connections all arriving at the same time.  Essentially if the Guardium s-tap could be causing the connections to be timed out or refused.  Thanks
