In RDz, using the Cobol editor, is there a means to look for "dead" code, i.e. code that will never be executed?

    Sure, but we call it unreachable (not dead).  While in your edit session right click and select Source > Identify Unreachable Code. Or you can just press Alt+Shift+U.
