Is there even a GPFS package for RHEL on Z?
I know there is only of x86/x64 and for Power, but I've never seen one for Z.

Can you access a GPFS filesystem from a Z based system? I expect so... for example use NFS. That would be a snap-together today solution.

What are the requirements? How big is the budget?

AFAIK there is no intention of doing a port of GPFS to any flavor of IBM/Z but ...

Implementing GPFS on Z/Linux seems to be the realm of the possible. Heck we did it for Windows, something I personally would have bet against! ;-)
