I am working on implementing Tivoli asset discovery 7.5 in production system.

I noticed the following in Product documentation(Administration Guide and reference)chapter 2
->quick set up -> step 18 refers to "a production database
(which runs on a Development LPAR, not a business workload LPAR)."

Why IBM recommends not to use production database on production LPAR?

Would there be any impact in using TADZ on a production database
running on a production LPAR?.

    I think you misunderstood what the paragraph meant.

    "Create a Production database cloned from the Test database. Most sites have a Test
    database (set up in previous steps) and a Production database (which runs on a
    Development LPAR, not a business workload LPAR)."

    It's the Test database that resides on a Development LPAR not the Production one. This step creates a cloned database from the Test system so you can load into your production system on a Production LPAR.

    Also TADz 8.1 has been released with many new features and improvements. Since you have not started as yet maybe you should look at implementing the 8.1 version.
