Pinned topic No data from REST web service

After adding some application support, the REST webservice stopped working. I cannot add the ITMSD connection in Jazz, since no providers can be found on TEPS REST webservice. After looking into SystemOut.log of Jazz, Jazz performs HTTP request to http://itm:15200/ibm/tivoli/rest/providers

When I issue the same request with credentials, such as:
http://sysadmin:sysadmin@itm:15200/ibm/tivoli/rest/providers

I get this output:
{"items":[],"filteredRows":0,"identifier":"id","totalRows":0,"numRows":0}

If I issue the same request to another ITM 6.3 instance I get the provider (that's completely another isolated installation of ITM):
{"items":,"filteredRows":1,"identifier":"id","totalRows":1,"numRows":1}

REST Webservice is enabled on TEPS:
KD8_ITM_REST_SERVICE_ENABLE='Y'
KD8_HUBNAME_OVERRIDE=''
KD8FETCHLIMIT='10000'
KD8_VIEWMODEL_THREAD_POOL_SIZE='5'

I've tried to reconfigure TEPS, restart HUB, restart automation server, etc... no change.
Any idea how to get the REST webservice working?
