My company is using an IBM Rational Change / Synergy integration. Software change requests (SCR) are created in change. The preference is that developers create Synergy tasks within the Change workflow so that the SCR number is automatically associated with the task. If tasks are created in Synergy, then the developer must manually enter the SCR number. Unfortunately, some developers forget to do this before they complete the task.
Is it possible to prevent this? Can there be a rule that tasks cannot be completed until the SCR number is entered? Or can we prevent users from creating tasks in Synergy based on role permissions?

You could use CLI to do this.
The attribute should look like this after modifying it
D:\>ccm query -t cvtype -n task
1) base/cvtype/task/1 ac_rel ccm_root cvtype <void> base <void>
D:\>ccm attr -s required_attributes @1
