Even if this policy is enabled at the project level, I can't rebase if my dev view has checkouts to some other activity. I get the below error during rebase. Then, why this policy is required?
Some files are already checked out to a non-integration activity in the target view.
Unable to perform merge.
Unable to perform integration.

rebase will fail if a merge is needed with a checked out element (whether or not there is a merge conflict).
