This problem happened when I try to create /update DBAlias for DB2 9.7,

Hope things are well. The pn0rdbcp.exe is a program that was developed for Optim to determine the DB2 code page we were working with. At the time it
was written there was a DB2 client shortcoming where Optim could not query the directly to get this information. DB2 has since fixed this problem and
I believe at the Db2 9.7.5 client version (+ fixpacks), Optim uses a different method to get the code page.
With all that said, it still does not help your immediate problem. However I do have a work around that you can use to bypass the execution
of the PN0RDBCP.exe for now. There is a registry entry called, AssumeUDBDBCodepage. This can be set to either UTF-8 or NON-UTF-8, depending on the
database. With this set, Optim will bypass the execution of the PN0RDBCP program.
Hope this helsp for now,
