I downloaded WASCE 18.104.22.168 bundled with IBM SDK and installed the SDK and WASCE on Windows 7. But the http://localhost:8090/console gave me a "Network Error (tcp_error) " error in Chrome or Firefox (I changed the port to 8090).
I can see port 8090 is listening in TCPView and no error is found in server.log. Any help is appreciated.

Sounds like a networking or firewall issue to me.
Do you have a firewall running on your machine?
You could also try http://<your-hostname-or-dotted-ip-address>:8090/console
