After several attempts to get the Android SDK Manager and the Android Virtual Device Manager to appear in the Eclipse "Window" drop-down menu, I found a post (wish I could find it again to give big props to the author) that described a quick-fix. This step was omitted in IBM's Module 2.2 tutorial which describes the Android environment set-up process.
After installing the Android Developer Tools and re-starting Eclipse the tutorial states that the Android SDK Manager and the Android Virtual Device Manager will appear in the "Window" drop-down menu (Page 9 in the attachment).
In my case (Windows 7), this didn't happen. Here's the fix within Eclipse (Juno sr1) after installing ADT:
Window --> Customize Perspective --> Command Groups Availability --> Check the box "Android SDK and AVD Manager"
These two menu items should now appear in the "Window" drop-down menu. If not, re-start Eclipse.
