I'm running into an issue on a few development servers for Cognos Express where Cognos Express Manager will indicate that the Xcelerator service is stopped. However, when I log into Perspectives and look at the Services console, the Xcelerator service is operating normally. I'm able to get to the cubes, dimensions, applications, etc... The problem is that the status is wrong.
I don't know how this impacts the overall system. Planner and Advisor throw fits indicating that Xcelerator isn't working and is an unstable state. How can I fix this?

If you have single sig on working then you may get this issue if IIS has not been configured properly.
You can try the following (I am assuming you are using IIS 7)
- Open IIS Manager (from Control Panel)
- Find and select the TM1Web virtual directory
- Double click Authentication in the right hand pane
- Ensure Windows Authentication is set to enabled
