Windows 2008
SQL Server 2008 sp3

I have created the databases (schema my_master and user my_user) created a login for each, and made it the owner of the databases. Made sure that the default schema was the same as the login id. I use the ClearQuest Maintenance tool to try and create a new schema repository and I get the following message:
Creating the Master Repository...
Creating database upgrade_master on server xxxrat35:

Vendor Type : SQL_SERVER
User name : my_master
Password : ********
Admin name : my_master
Admin password : ********

Error: CRMDB0001E SQLExecute: RETCODE=-1, State=42000, Native Error=229 MicrosoftODBC SQL Server DriverSQL ServerThe EXECUTE permission was denied on the object 'sp_execute', database 'mssqlsystemresource', schema 'sys'.
SQL statement="select sid+0 from sysdatabases where name = 'my_master'

We granted my_master execute permisions and that didnt help.

Anyone run into this issue ?
