Pinned topic DS3400 controller locked

Hi all,
i've a ds3400 dual controller with 2 exp3000 connected. After a shutdown and reboot, either controller are offline. All led on the rear (“Service Action Allowed”, “Service Action Required”, “Power”) are light and is not possible to connect it in band, out of band and also with ibm serial cable.
I try to put one locked controller in a good DS3400 (replacing a good controller) and i try to put it online using the other (good) controller by SMClient but i had no result.

During this operation i have the ibm serial cable connected to the good controller and i report the output.
Is there a way to recovery the controllers?
