Does anyone know what the ar*.zip file at the top level of the DOORS database data folder of the file system are, e.g., c:\doors_data\ar3f1a01560.zip?

These are the archives when you use "server archive" option when archiving. DOORS v4 used the *.zip extension for archives.

Server archive files will have the name specified by the user when they initiate the archive process, and will be in a directory inside data folder (not directly below it).
ar*.zip files are interim files created by DOORS during archive/restore process, which is then used to consolidate as a .dpa or .dma file. So it will be removed automatically post completion of archive/restore process. If the process of archive/restore is interrupted for whatever reason, these files remain. So its safe to delete them, if there's no active archive/restore process being run by the server.
