I've just downloaded the sce230_windows_installer.exe and tried to run it on a Windows XP SP3 an it fails with a box, tittle "LaunchAnywhere Error" red "X" and "Windows error 193 occurred while loading Java VM". I guess this is related to 64 vs 32 bits. Is a 64 bit op systems required to run sce230_windows_installer.exe? If yes you should indicate it.

Can you provide the URL used to obtain this installer?
I need to confirm the issue belongs in this forum, your error might indicate you have the incorrect JavaVM needed to execute.
Is there a service Instanced related to this?

I tried to run the same installer in win7 64 bit machine and it succeeded
But now I have other errors on the Win7 machine.
