The below link would help you.
    http://publib.boulder.ibm.com/infocenter/wchelp/v7r0m0/index.jsp?topic=%2Fcom.ibm.commerce.install.doc%2Ftasks%2Ftigdevroadmap.htm

In short, here is the sequence to instal
    DB
    Installation Manager
RAD + RAD Upgrade (if required)
    WAS + WAS fix pack
WCS + WCS featurepack (do not enable any features) + fixpack
Point to new DB and enable features.

    Regards,

Forgot to mention, this is the conventional way to do the installation. But to be safe, it is better if you have a minor change to the sequence. Reason being the fixpacks and featurepacks may come up with some changes to the datamodel, which would need you to run updatedb.bat

    DB
    Installation Manager
RAD + RAD Upgrade (if required)
    WAS + WAS fix pack
    WCS Base (without any FP/FEP)
    Point to new DB
    WCS fixpack & featurepack
You can choose the way you wish to.
