Pinned topic defining indexes from different sets

Hi,
I am trying to code the constraint (2) on the second page of the attached file.
Namely, I want to define indexes from different sets. in example i are from a set of origin points and j from another set of destination points.
Now ILOG gives "unexpected ',' " error because of the ',' on the sum line.

forall( v in V ) sum ( (i in Arc_v_ovNt[v] , j in NPD_v[v]) : <v,i,j> in Arc_vij && (t==1 in T) ) x[<v,i,j>][t] ==1;
