I'd like to add a bit of introductory text to a message board under the title of the page ( https://www.ibm.com/developerworks/mydeveloperworks/groups/service/forum/topics?communityUuid=fe313521-2e95-46f2-817d-44a4f27eba32&ps=10&page=0) to tell visitors what they can expect when they post, such as who will see their message within IBM.
I might be missing something really obvious here, but I don't see any way to add text to the page other than creating a new message post, which isn't what I want to do. I'm an owner of this community, so I don't think my authority level is the issue - but I could be wrong about that.

It is currently not possible to modify the message board page in the way you describe. One alternative is to create a regular message that you then pin to the top of the list.
