Here is a simple table which is trying to have different colors for cells.
For the object text row, the cells are different colors as they are supposed to be.
The object heading row, though, is always reflecting the color of the first column of the object text row. Does the object heading row need a switch in order for it to have its own color?

I spotted a minor mistake in the template which is causing the issue:
In the cell containing the object heading the Formatting - color - cell background is set to FF00 (Green) and the style High_Risk is applied which is setting the cell color to FF0000 (Red)
Clear the value of FF00 from Formatting - color - cell background and the cell becomes Red
Also on the cell containing the object identifier the Formatting - color - cell background is set to FF00 (Green) and the style Low _Risk is applied which is also setting the cell color to FF00 - so it seems like you are doubling up?
