When I start the zero I'm getting the following error. I'm using the following settings on the zero.cong file,
CWPZT0901I: The following module(s) are not currently in the local repository:
CWPZT0902I: Trying to locate the module(s) using one of the configured remote repositories
CWPZT0911E: Retrieving module zero:zero.cli.tasks from host http://www.projectzero.org/sMash/1.1.x/repo/base resulted in the following error
"Connection refused: connect"
CWPZT0915E: The module zero:zero.cli.tasks can not be located in any of the configured repositories
CWPZT0808E: The resolve report has errors, the resolved properties will not be created.
CWPZT0506E: Error : unresolved dependency: zero#zero.cli.tasks;[18.104.22.168,): not found
initializing the cli failed

according to my reading of http://www.projectzero.org/sMash/1.1.x/docs/zero.devguide.doc/zero.cli.tasks/CliTasks.html , proxy support for module retrieval is configured through a ZERO_OPTS environment variable, not zero.config. Take a look at that page and see if that helps.
