We are trying to install ILMT 7.5 setup for our production environment.
DB2 and ILMT 7.5 is installed successfully.
However,IBM License Metric Tool 7.5.0 Installer Package for Windows on x86 64-bit is failing.

We have tried by placing the installables on c:\fp (shorter path) and by the method described in the URL as well.
We are not sure how to achieve/ensure that all the TIP related Java processes are disabled.We tried sysinternal tool “procexp.exe” to find out all java processes related with TIP. As soon as we use to kill it, it would start again.
Server - Windows 2003 Enterprise x64 SP2
RAM - 4GB
CPU- 2 Core
Separate Local Admin account has been used to install DB2 and ILMT.
Any help would be greatly appreciated.

The log says that one of the steps - an installation of the WebSphere Update Installer - executed by the Tivoli Integrated Portal FP 22.214.171.124 failed and returned the exit code 8:

According to the documentation of the Update Installer the exit codes on Windows platform are not very useful. To discover a root cause we need to check the following files:

Re: IBM License Metric Tool 7.5.0 Patch Installer Package Fails2012-11-01T14:20:11Z in response to SystemAdminI had the same problem, with the same error. The steps in the Technote didn't help but for me, the problem was 100% long path/filenames in Windows.
I had the same obscure error in TIPFPInstaller-00.log so went to <install loc>\TIP\WebSphereUpdateInstallerV7\logs\log.txt and found that the problem was access to this file -
<patch installer location>\W64\cdimage.fixpack\COI\PackageSteps\WebSphereUPDI\FILES\188.8.131.52-WS-UPDI-WinIA64\UpdateInstaller\updi.primary.pak\repository\nif.componentmap.primary\properties\version\nif\componentmaps\componentmap.primary.xml
As long as the Patch Installer installation files were in the root directory, or the parent directory (above "W64") was no longer than 3 characters, it worked fine. Anything longer than 3 characters and it would fail every time.
I know the OP said they tried a shorter path but one thing I did notice was that doing the steps in the Technote broke all further attempts to patch using the shorter path. As long as I had a clean boot and let the TIP service start cleanly, this worked fine.
If anyone has this error, I would suggest checking <install loc>\TIP\WebSphereUpdateInstallerV7\logs\log.txt to see what it says first.
