I am not sure about how the data source looks for your budget data loading, looking at the document which you have sent. I can suggest you an alternate way. If i understand correctly you need to import data into your cube from your flat file. Have you worked on processing worksheets? You can use some excel functions like "dbs" to update the data in the cube. The following link has an example of the steps about how to use the processing worksheet. See if this can help you.

    http://publib.boulder.ibm.com/infocenter/ctm1/v9r4m1/index.jsp?topic=/com.ibm.swg.im.cognos.tm1_dg_dvlpr.9.4.1.doc/tm1_dg_dvlpr_id5729ImportingDataUsingProcessingWorkshee.html

Go through each sublinks to understand its functioning as you need to map your flatfile with the cube or you might need to use a lookup cube to insert values in the cube.

I might be wrong in understanding your requirement, but whatever i understood i provided solution for that. Just trying to help you out!!
