Rational Rose is a visual modeling tool for software development using UML (1.4).

You can find many tutorials on the internet by using Google.

There is also a good book still available that describes how to use the tool:

Visual Modeling with Rational Rose 2002 and UML
    http://www.amazon.com/Visual-Modeling-Rational-Rose-2002/dp/0201729326/ref=sr_1_2?ie=UTF8&qid=1327686031&sr=8-2

I must mention, however, that Rose is a rather old tool that is no longer under development and has been replaced by either Rational Software Architect (for IT projects) or Rational Rhapsody (for systems and embedded projects). I would highly recommend you have a look at these tools rather than at Rose for more modern approaches to modeling using UML (2).

Can you recommend a good teacher - one that speaks clearly w/out strong accent and doesn't ramble to the point of causing ears to bleed.....need a class pronto - can find online tutorials, but need a little hands on... Thx
