I'm working with a IBM Consultant one on one and this person doesn't publish the project, but does Export Project as a .par and then uploads project from WMC using the .par. Does it make a difference at all?

This is the accepted answer.Publishing from Studio only makes sense if the developers are publishing directly to production. If your environment includes a separate QA process, distributing .par files is akin to distributing binaries.

This is the accepted answer.Technically, there's no difference in between the two methods. Publish through studio works better when the developer has access to the runtime appliance, usually,the development environments. In a controlled environment, where the production, UAT and/or QA are locked down (by firewall/user access restrictions), the only way to deploy an orchestration is through exporting into PAR file.
