Take a look at the Cognos support pages. There are many code samples that you should be able to leverage. Here is an example: https://www-304.ibm.com/support/docview.wss?uid=swg21367562 (This sample connects to Cognos service and creates a new schedule object that will run a report and save it as a report view.)

This may be a good resource for you to start.
    http://www.ibm.com/developerworks/data/library/cognos/development/how_to/page129.html

There are many samples that also come with the SDK install. This, along with content that is available on the IBM Cognos Support site, should give you enough to piece together most of the basic functionality you might be looking for. (Note that they are only samples so you would clearly need to test and customize as per your requirements) The install also offers the required documentation around the APIs.

As for training, IBM does offer SDK courses that may help. (for example: http://www-304.ibm.com/jct03001c/services/learning/ites.wss/us/en?pageType=course_description&courseCode=J0472GB but there are others).

Note that although I provided Cognos 8 links, they 99% applicable to Cognos 10
