One of my collegues noticed that CICS explorer was not including a file for one of the CICS regions he was working with. Upon further investigation, we noticed that the file happens to be a user defined datatable. How can we see datatables in CICS explorer?

Thanks for your post. We are slowly catching up with the basetables that customers need. You're right - that one's not in the latest released version.
Are you on our beta programme? That's the easiest way to get pre-release versions and find out what stuff we're putting into the next versions. Also it's a good way to feedback and help shape the direction of CICS.

I am on Version: 18.104.22.168 build id: 201210051349 and can not observe CICS files defined as data tables

The CICS Explorer 5.1 Open Beta contains the data tables feature, you can get access here: https://www14.software.ibm.com/webapp/iwm/web/preLogin.do?source=swerpws-p1021-3 - you will need to get yourself an IBM ID to access the download.
