I am getting this error:
DPR-ERR-2109 The dispatcher cannot service the request at this time. The dispatcher is still initializing. Contact your administrator if this problem persists.

when I click on the Common Reporting page below reporting. This is a new installation of TCR 2.1.1 into an existing instance of the TIP which is also running Web GUI with OMNIbus 7.3.1 on AIX 6.1.
I have an identical install in a Dev environment which does not have this problem.

I have so far tried reinitialising the derby database as described here http://www-01.ibm.com/support/docview.wss?uid=swg21501451 I have checked I have LIBPATH and JAVA_HOME environment variables configured correctly.

I have tried starting the TCR services with the TIP instance server1 already stopped so that start TCRservice.sh starts the TIP as well, but so far to no avail.

Does anyone have any pointers or advice on what maybe causing this?

    I have the same error on one install, ( the other works fine).
    I have tried everything you have and still have the error.

    Do you use the right script to launch the TIP and the Cognos component
    ...tipv2Components/TCRComponent/bin/startTCRserver.sh

    This is the false one, because this only starts the TIP component
    ...tipv2/profiles/TIPProfile/bin/startServer.sh

    If you stop the server with the
    ...tipv2Components/TCRComponent/bin/stopTCRserver.sh
    did the cognos db stops also ?

    Hi, I got the same problem and found this Technote relevant to me:

    I had few files owned by root, no idea when it happened, I changed the owner to my tcr user, and restarted the server with:
    /opt/IBM/tivoli/tipv2Components/TCRComponent/bin/startTCRserver.sh
    and all started fine after that.

    I hope this helps someone too.

    Hi MPaluch, I got the same problem on a TCR fresh install using root user to install, so many files on $TIPHOME/tipv2Components/TCRComponent/ folders are owned by root, which user did you used in the chown <user> file command? Is there any default TCR user?
    There is no default TCR user.
    You can chown the files to whomever, just make sure that you are using the same user to start TCR with startTCRserver.sh script.
