The SCA Feature Pack and SCA in WebSphere Application Server V8 do not currently support auto-generating the plugin-cfg.xml file. Here are two possible solutions for resolving the client's issue:
1) Disable auto-generation of plugin-cfg as described here to prevent the manually updated file from getting overwritten:
2) Use a Proxy server rather than a webserver to route the requests. The proxy server does not require a plugin file. This article explains how to create a proxy server:
Then once the proxy server is created and configured, the SCA Service can be configured for the proxy server as outlined in the following article:
