I went through the documentation of Optim Performance Manager and was not able to find some information that states it can be used to monitor the performance of all databases. Is this only for IBM DB2 or can work to monitor the performance of any database. My prime concern is with monitoring Oracle and MySQL databases.
Please let me know if this tool can do that.

This system requirements document describes which database servers are supported by the latest release of OPM:
Oracle and SQL Server are not supported, currently.
