    found a way myself (in case somebody is interested):

    in $DOORSHOME\lib\dxl\wizard\welcome\welcomewiz.dxl

    you find this line

    string supportedCultNeutralID = getLocale()

    which takes a value dependent on your system

    so if you install your client on a let's say german system, you get the normal (english) client but with a german welcome screen, which doesn't make much sense in my opinion

    replacing the above line with

    string supportedCultNeutralID =
    "en"

    did the trick

    Nope. I am getting the welcome screen in German after setting the same.

    I have changed the Regional & Language settings to "English".

    Now it is fine.
