The support pages suggest that upgrading to v7.5.1 should be possible via the Installation Manager, but when I try this I am told that no update to be available:
Is there a delay in this version becoming available through Installation Manager?
Or is this upgrade not possible from v7.5.0 iFix 1?

There is indeed a delay in updating the Installation Manager repository.
However, as noted in the release information at:
http://www-01.ibm.com/support/docview.wss?uid=swg27019245&myns=swgrat&mynp=OCSSBSK5&mync=Ewe recommend doing a fresh install for RMC 7.5.1. Here is the relevant section of the release information:
Upgrading from previous releases
Rational Method Composer 7.5.1 introduces a number of changes to simplify method management. Some of these changes required architectural changes to the product. As a result, it is highly recommended to do a fresh installation of v7.5.1, rather than upgrading from v7.5 or v184.108.40.206. It is still possible to upgrade an existing installation. However, due to the architectural changes, there may be warning messages issued by Installation Manager if you try to roll back to a previous version following an upgrade.
Note: Rational Method Composer v7.5 and v220.127.116.11 libraries are compatible with v7.5.1. The old format library will be automatically migrated to the new format when opened with v7.5.1.
You can do a fresh install of RMC 7.5.1 in one of two ways:
1) using the download from the Eval page
- Download the bits from: http://www.ibm.com/developerworks/downloads/r/rup/?S_CMP=rnav
- Unzip the contents of the archive to a convenient location (ensure all five "disk" folders are in the same parent folder
- Launch the "launchpad.exe"
- Use File->Preferences to ensure you have the repository "https://www.ibm.com/software/rational/repositorymanager/repositories/rationalsdp7" is selected
- Use "Install" from the main page of the Installation Manager
RMC 7.5.1 and RMC 18.104.22.168 can co-exist on the same machine. Just make sure you install RMC 7.5.1 in a different location.
You can also uninstall RMC 22.214.171.124 then install RMC 7.5.1 if you want to.
Either way, you data (libraries) will not be affected. When you open a 126.96.36.199 library (or better yet a copy of it) in RMC 7.5.1 they will be automatically migrated to the new format (you will be given the option to make a copy of your library prior to migrating, just to be safe).
