Pinned topic Validation policy in WSRR 6.3.0.3

I have added a custom field defined as boolean in the GEP63ArchitecturalModel and need to validate that the user has verified it as true, but cannot find the syntax to check this for a boolean datatype. Below is a snippet of code I'm using in the SOALifecycleDetailRights.xml file. The section on CheckReleaseCode works and the field must contain a value. I cannot get the section on PropertyHotlistUpdated to work. I want it to force an error if the field is left false. If anyone knows how to code this I would appreciate the help.
