I would like to buy RBF license, but I don’t know what the difference between the server and user license is. Should I buy both?

The basic answer is that a server license allows a management console to be run. A user license allows a user to log into the console and create projects and run builds. Both will be needed.
BF doesn't license the systems with the agents installed, only console logins and console instances.
