Pinned topic problem using Struts Configuration File Editor with RAD 7.5

I am having trouble getting struts-config.xml files (from an imported Struts 1.1 project) to open with the Struts Configuration File Editor in RAD 7.5. I have enabled the Web Developer (Advanced) role/capability, but that's still not doing it. I know RAD 7.5 doesn't allow new Struts 1.1 projects, but does allow them to be imported. Is it because these are 1.1 files, or am I missing something else?

    Please make sure the install option "Struts Tools" is checked during install. If not, you can add that by going to Installation Manager and select "Modify".

    This is a change from RAD 6.x, that Struts Tools is a separate install option and is not selected by default.

      In addition, make sure the "Struts Development" sub-capability is turned on:

      Go to the Capabilities preference, select "Advanced..." button, in the Advanced dialog, expand Web Developer (advanced) and select Struts Development.

        Tried to change the same option in RAD Windows preferences does not work

        Do I have to modify from Installation Manager and then do changes in preference - capabilities then advance button?
