A compiler builtin? guarded by __IBMCPP__ in stdarg.h.

We have standards checking tools that whine about it.
Should I write an IBM PMR?

    Yes, this is a compiler built-in operator. It will accept arguments of many types for its parameter, so there is no simple prototype that you could produce for it. It returns a va_list.
