From your description I assume that you are attempting to use the Local installation using IBM Installation Manager and a local Beta repository option to install IBM WebSphere Application Server 8.0 Beta on a windows platform. If this is not correct, please let me know.
To complete this operation you must first download and install IBM Installation Manager, which based on your comments it seems you have successfully completed.
Next you need to download each of these three files listed below:
1. IBM WebSphere Application Server 8.0 Beta (Part 1 of 3) - beta.was.repo.8000.base_1_June17_2010.zip
2. IBM WebSphere Application Server 8.0 Beta (Part 2 of 3) - beta.was.repo.8000.base_2_June17_2010.zip
3. IBM WebSphere Application Server 8.0 Beta (Part 3 of 3) - beta.was.repo.8000.base_3_June17_2010.zip
Extract each of these into the same parent directory. When this is done you should have a directory structure and contents similar to the attached screenshot.
You can now add this directory as a repository in IBM Installation Manager, and successfully install the IBM WebSphere Application Server 8.0 Beta.
I hope this helps, please let me know if you have further concerns.
